Deputy Director, District Department of Transportation
The Government of the District of Columbia is seeking a Deputy Director for the District Department of Transportation (DDOT). This position is located in the Office of the Director, District Department of Transportation. DDOT is a large diversified organization, comprising five functionally unique Administrations, which otherwise, would be separate departments within a state government. Its mission is to identify and support transportation plans and policies to improve mobility throughout the City, and empower its Administrations to carry them out. The incumbent serves as Deputy Director and actively participates in the management of DDOT for successful accomplishment of its mission, goals and objectives.
The Deputy Director works under the administrative direction of the DDOT Director, who provides general guidance for new or revised policies affecting program operations, strategic goals, and objectives of the agency for solving complex transportation issues with significant economic, social, environmental and urban infrastructure development implications. The Deputy Director fully participates in the development of program plans, strategies, and goals to transform the Department into a performance-based organization that delivers effective and efficient transportation program services. Incumbent may be required to perform under significant pressure within strict time frames, which necessitates the use of creativity, discipline, integrity, fortitude and technical judgment. The incumbent:

assists the Director in setting major policy and priority guidance for solving complex transportation issues with significant economic, social, environmental and urban infrastructure development implications;

directs overall planning and external outreach activities of DDOT through allocation of resources and staff to address transportation program needs for the District of Columbia (D.C.);

serves as the principal advisor to the Director in the areas of programming, budgeting, resource management, infrastructure, strategic planning, innovative finance, acquisition and consultation related Congressional and federal legislation;

plans, organizes, schedules, coordinates, directs, evaluates, and budgets for strategic planning activities to significantly strengthen the agency's effectiveness in developing and maintaining D.C. transportation infrastructures;

directs Administration staff employees in developing and updating the inter-modal State Transportation Plan; and coordinates management plans and other traffic studies on a regular and recurring basis, focuses on the safe efficient movement of people, goods, and information;

directs and manages development of streetscape standards, and development and maintenance of a performance monitoring system to measure the quality and effectiveness of transportation services provided by the DDOT; and

provides technical guidance and human resources management services to the DDOT staff engaged in long-range transportation planning, development and implementation of transportation capital improvements, and provision for production and utilization of program data.
The incumbent must possess:

minimum of 5 years of experience in managing in federal, state, or District of Columbia government programs or agencies in directorship or equivalent level;

a Masters degree in Business Administration, Public Administration or equivalent is desired;

expert knowledge of principles, practices, and techniques of public administration with a specialty in transportation; public relations, marketing and public outreach techniques; relevant local, federal and state laws and regulations;

extensive knowledge contract management and operations in a municipal or state-government environment;

expert knowledge of safety and security regulations, practices and procedures; and
-
comprehensive knowledge of the missions, roles, functions, organizational structures, and operation of DDOT, and organizations that govern, interface with, and/or influence the transportation process.
Salary Range for the Position: $103,000 - $154,500
This position requires that the selected individual become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS: An individual selected for employment in the District government on or after January 1, 1980, who is receiving an annuity under District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment.
