BRIEF DESCRIPTION OF DUTIES:
Manages the design, delivery and completion of construction projects and lead a construction project team. Reviews structural and civil engineering designs at various states of development; prepare preliminary and final structural and civil engineering designs for design projects; and review design drawings, calculations and specifications submitted by contracted engineering firms to ensure compliance with contract specifications. Measures and monitors project progress to ensure milestones, commitments and all parties involved are on schedule. Maintain appropriate records regarding project status and actions; ensures construction and job sites are in compliance with all legal, regulatory policies, standards and codes.
QUALIFICATIONS REQUIREMENTS:
All candidates must have at least one (1) year of experience related to the occupation that demonstrates ability to perform the core competencies identified below:
Possession a degree in engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) or combination of college level education and experience.
Core competencies needed to successfully perform the duties of this position are:
At the CS-11 grade level –
1. Knowledge of engineering techniques, methodology, policy and trade requirement and engineering science.
2. Knowledge of design and construction practice to prepare construction plans, specification and cost estimates.
3. Skill in the use of computerized equipment used in the computation of design patterns and cost estimates.
4. Skill in communicating complex and technical matters both orally and in written reports.
At the CS-12 grade level –
1. Knowledge of principles and practices of civil engineering in order to design, write specifications and perform construction support, design review and project management.
2. Skill in the use of computerized equipment used in the compilation of design patterns and cost estimates.
3. Ability to establish and maintain effective working relationship with associates, subordinates, contractors and local authorities.
4. Ability to effectively communicate complex and technical matters clearly, concisely both orally and in written reports.
5. Knowledge of cost principles to prepare cost estimates for construction projects and operations.
At the CS-13 grade level –
1. Expert knowledge of engineering standards and guidelines; project management methodologies and the District of Columbia’s construction codes, guidelines and regulations.
2. Effective communications skills including a demonstrated ability to write well and concisely, express thoughts clearly orally and in written form and to develop and present project briefings to executives and other stakeholders.
3. Demonstrated experience in successfully managing technical project teams, construction projects and project management and developing and managing large complex projects.
4. Demonstrated skill in operating Microsoft Project Office Suite including word processing, messaging systems, presentation software, spreadsheets, web-based applications and CAD software.

Residency Preference Amendment Act of 2007:
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
