BRIEF DESCRIPTION OF DUTIES:
Reviews storm water management construction plans and detailed engineering standards and specifications submitted for new development and/or redevelopment of District property or facilities, to determine the appropriate storm water management control measures. Analyzes pertinent data to determine specific performance capacity of storm water management and sediment control facilities. Plans and conducts surveys and evaluates findings to determine the existence and extent of environmental hazards. Develops and assists in revising control techniques to deal with problems. Evaluates and advises on proposed groundwater and soil remediation action plans and requirements, identifies deficiencies in information or interpretation and seeks additional information from responsible parties or their consultants.
QUALIFICATIONS REQUIREMENTS:
All candidates must have at least one (1) year of experience related to the occupation that demonstrates ability to perform the core competencies identified below:
Possession of a degree in engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) or combination of college level education and experience.
Core competencies needed to successfully perform the duties of this position are:
At the CS-09 grade level –
1. Knowledge of the District and Federal environmental health laws, regulations, principles, practices and techniques related to the appropriate environmental specialty.
2. Knowledge of related fields such as health sciences and toxicology, especially effects and impacts of hazardous pollution on the environment and humans.
3. Knowledge of environmental engineering concepts, principles and practices applicable to difficult and complex technical problems.
4. Skill in communicating complex and technical matters both orally and in written reports.
At the CS-11 grade level –
1. Knowledge of the physical sciences and mathematics underlying engineering and specialized knowledge of soil mechanics, theory of structures, strength of materials and computer software applications.
2. Knowledge of District and Federal environmental control laws, regulations, principles, practices and techniques related to the appropriate environmental specialty.
3. Skill in communication complex and technical matters both orally and in written reports.
4. Knowledge of related fields such as health sciences and toxicology, especially effects and impacts of hazardous pollution on the environment and humans.
At the CS-12 grade level –
1. Knowledge of and understanding of the District of Columbia and Federal laws, regulations, policies and procedures applicable to the District of Columbia water pollution control programs.
2. Knowledge of and understanding of federal and district regulations concerning non-point source pollution controls, as well as an understanding of similar regulations in neighboring jurisdictions.
3. Ability to communicate effectively orally and in writing, clearly, concisely and with technical accuracy.
4. Knowledge of Federal and District of Columbia water quality standards, wetlands laws, total maximum daily loads (TMDLs), regulations and policies.
At the CS-13 grade level –
1. Knowledge of the physical sciences and mathematics underlying engineering, and advanced knowledge of civil engineering as applied to hydrology, hydraulic principles and soil mechanics.
2. Knowledge of professional environmental engineering concepts, principles, and practices applicable to a full range of duties to define, analyze, and resolve water quality problems associated with groundwater, rivers, and/or streams.
3. Ability to communicate in a professional manner in both speaking and writing.
4. Ability to make independent decisions and use tact and sound judgment at all times.
All applicants must describe specific incidents of sustained achievements from their experience that show evidence of the above core competencies. The responses to the core competencies MUST BE ON A SEPARATE SHEET OF PAPER and attached to the Employment Application or resume.
Residency Preference Amendment Act of 2007: A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
