Position Announcement 

Rent Administrator, Rental Accommodations Division (RAD), Housing Regulations Administration

The Government of the District of Columbia is seeking a Rent Administrator. The position is located in the Rental Accommodations Division (RAD), Housing Regulations Administration.  

The incumbent is responsible for carrying out the Rent Stabilization Program established under DC Official Code, Section 42.3501 et. seq. (2001) and 14 DCMR Chapters 38-43 (1991), as amended, according to rules and procedures established by the Rental Housing Commission, and the rules and procedures established by the Rental Housing Act of 1985, as amended.  Works under the direction and supervision of the Housing Regulation Administrator, who defines the overall direction of the Housing Regulation Administration.  Conducts the administrative and management activities of the rent stabilization program within RAD.  Engages in program planning and drafts rules and procedures to support the administrative activities of the Division, for approval of the Housing Regulation Administrator and Director.  Develops and prepares the annual budget estimate with appropriate justification in accordance with budgetary procedures.  Writes and issues Decision and Orders on petitions before RAD within specified time limits.  Provides conciliation and arbitration services as a voluntary, non-adversarial forum for resolution of disputes arising between housing providers and tenants in the District.  Provides technically authoritative advice and guidance to top level management on complex, controversial, and/or sensitive city-wide rental housing issues.  Develops responses for review by Housing Regulation Administrator to high level inquiries for information from the DHCD Director, Deputy Mayor, Mayor, District of Columbia City Council, or others regarding agency action pertinent to rental housing issues.  Provides expert analysis and interpretation of the information in order to develop reports and to respond to high-level agency or political inquiries.  The Rent Administrator may initiate proceedings in the form of a Show Cause Order to determine whether a violation of the Rental Housing Act has occurred.  Works with the Community Outreach Specialist, Housing Provider Ombudsman and Office of Tenant Advocate to coordinate outreach events/seminars for housing providers, tenants and other stakeholder on the rent stabilization program, petition processing and other related topics.  Provides a full range of supervisory services for RAD staff.

All applicants must respond specifically to the shown below ranking factor:

  1. Excellent oral and written communication skills sufficient to prepare and present information and proposals to management officials, property managers, tenants, housing providers, community groups and other interested parties in plain non-technical language.
  2. Mastery and knowledge of and skill in the application of public administration, analytical and evaluative theories, concepts, procedures, methods, standards, and practices in the interpretation of policy, the assessment of program effectiveness and efficiency of operation; and to devise plans and strategies to meet existing and future requirements related to administering the rent stabilization program in the District of Columbia.
  3. Thorough knowledge of existing legislation governing the control and use of rental properties in the District of Columbia is required to assess and evaluate the content and impact of new modified legislation for impact on agency.
  4. Ability to provide leadership in a supervisory capacity and team-based environment, and in securing the support and cooperation of the subordinate staff.
  5. Excellent planning and organizational skills; ability to develop high-level objectives, and assign individual projects and tasks, and monitor and report on project status.
The incumbent must possess:
  • Thorough knowledge of existing legislation governing the control and use of rental properties in the District of Columbia is required to assess and evaluate the content and impact of new modified legislation for impact on agency.
 
The ideal candidate will possess a bachelor’s degree from an accredited university or college and at least two (2) years of demonstrated experience in a supervisory or managerial position.
 
Salary Range for the Position: $92,700 to $139,050
 
This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment.  Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
