Notices of Emergency Rulemaking Emergency rules are published in the DC Register and remain in effect for 120 days from the effective date. These rules are drafted only when there is a necessity for the immediate preservation of the public health, safety, or welfare. Emergency rules do not require a notice and comment period. There are no DCOP notices of emergency rulemaking published at this time.
