Classification and Compensation Reform Project
Introduction and Purpose:
Classification and Compensation Reform is being implemented by the District of Columbia (District) and the Labor Management Task Force on Classification and Compensation Reform (LMTF). The new system is mandated by the Compensation Unit 1 & 2 collective bargaining agreement, but will cover both nonunion and union employees** so that one system can be created.
The first part of this major reform is the Classification Reform Project. This project will replace the District’s current job classification system with a completely new and modern system that supports the District’s strategic goal to recruit, manage and retain talent. The new classification system will:
- Be easier to administer
- Provide flexibility
- Link to PeopleSoft
- More accurately represent the work performed by District employees
- Provide a common platform for assigning jobs
- Clearly identify career paths for occupations
Project Timeline
The Classification Reform Project is expected to be completed by the end of FY’10.

Job Analysis Questionnaire (JAQ)
As part of the Classification Project, employees must complete a Job Analysis Questionnaire (JAQ) between October 30, 2009, and November 30, 2009. Classification Reform Project questions can be submitted to a confidential mailbox at
classificationreform.dchr@dc.gov. Please note, not all questions will be answered individually but used to compile future communications and frequently asked questions. Additionally you may contact your HR Advisors, Labor Liaisons or Union Representative if you have questions regarding the reform project.
**Sworn Metropolitan Police Department police officers, firefighters, and the District’s Education Service personnel are not included in the reform project.
