Chief of Staff, Department of Transportation
 
The Government of the District of Columbia is seeking a Chief of Staff (COS). The position is located in the Office of the Director, District Department of Transportation.
 
The incumbent provides general assistance to the Director and actively participates in decision making processes concerning program operations, goals and objectives to successfully accomplish the DDOT mission. Participates in meetings with the Director, Deputy Directors, Associate Directors, and other senior and executive level officials upon request, to provide technical assistance. The COS prepares reports and briefings to assist the Director and Deputy Directors in preparing for such meetings, as required.
 
The Chief of Staff supervises a staff of professional, technical and clerical personnel assigned to the Office of The Director. Directs the staff in conducting periodic studies and analyses of policy issues affecting the successful accomplishment of established agency goals and objectives, and resources. Provides recommendations to the Director to correct conditions that adversely impact mission accomplishment or the integrity of the agency. Arranges for training, as appropriate, to correct any deficiencies identified.
 
The Chief of Staff provides human resources guidance, technical support, and assistance to approximately 1000 + employees, community and transportation planners, environmental specialists, traffic, civil and general engineers, transportation management specialists, mass transportation analysts and inspectors engaged in short- and long-range Transportation planning, development or implementation of transportation capital improvement initiatives.
 
The Chief of Staff will Implements Performance Management Program policies and procedures; establishes work standards, informs employees and hold them accountable for their performance. Objectively counsels, evaluates and documents employee work-performance semi­annually and annually provides a formal performance improvement process. ­Recognizes employee accomplishments, and provides the framework for supervisors and employees to communicate regarding job performance and careers.

Ranking Factor #1:    Mastery knowledge of public administration principles, theories, concepts, and techniques to initiate corrections in management, administrative and operating programs problematic areas, or develop recommendations for improvement.
 
Ranking Factor #2:    Expert skill in the coordination and management of contractor operations to work alongside or in conjunction with city employees and meet established citywide performance standards.
 
Ranking Factor #3:    Demonstrated ability and skill in developing plans for organizational and personnel management improvements, and assisting in the development and execution of organization budgets.
 
Ranking Factor #4:    Skill and ability to direct, supervise, coordinate and integrate the work of others; to keep initiatives focused; to assess the effectiveness of effort and programs; and to adjust programs and programs and priorities accordingly.
 
Ranking Factor #5:    Demonstrate skill and ability to prepare and communicate orally and in writing, concise and effective reports and briefing to program managers, the executive staff, and other interested personnel.
 
 
The ideal candidate should possess a bachelor’s degree from an accredited university or college, have expertise in interpreting and applying relevant laws, statutes, and regulations associated with DDOT, as well as experience in managing personnel and resources. 
 
Salary Range for the Position: $103,000 to $154,500
 
This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment.  Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
